Robert Eugene Berryhill, born at Augsburg Army Hospital.  (23 Army moves)

1969

To Georgia and the Decatur/Stone Mountain area.

1974

Georgia Retardation Center, home on weekends.  Attended Margaret Harris Special High School and graduated, in cap and gown on TV 1984.

1989

Put out of GRC, to DCSB (DeKalb County Service Board), in the community.  Same group home, day hab, 3 room mates, and staff for 10-12 years = Happy!

1999

DCSB group home closed, by word of Bobby and 2 P'tree judge.  Three room mates placed, Bobby back home.  Missed boys.

2000

Four and one half years home of next ten years -- with many failed placements.  NO behavior plans, but often heavy psychotropic meds given, although 4 psychiatrists and 2 regular doctors said none were necessary.  Bobby is MR (Mentally Retarded) only.  In the "community", untrained and frustrated staff resorted to keeping Bobby locked in rooms, "pantries", sheds in backyards, bare bedrooms, unheated basements (with pneumonia and/or bronchitis), several beatings -- one of which resulted in the dislodging of right eye surgery done at age 2 1/2.  That eye rolls out, toward his ear.

2010 March-June

Bobby's Medicaid Waiver funds paid for CAI and CAG services (Community Access Individual and Community Access Group).  He received none of that.  His "Day Hab" was a chair in the truck and trash area, behind the Rosewater (YFN - Your Friends and Neighbors) building, alone, with a plastic chair and a 20 ounce bottle of water.  No activity, no supervision, in days from 9:00 AM to 3:00 PM, Monday through Friday, from 4/15 to 6/21/2010.

June 16

The first group meeting was for his ISP, and the family realized that both providers, Rosewater and SMILE, had known this was the case and had not told us, instead warning their staff not to tell us, either.  They had requested that we not come up until Bobby had gotten used to them, and we got glowing reviews, until the ISP meeting.  It was a shock.  We requested two 30-day termination letters, from the providers.

June 18

We returned to see if Bobby was still sitting outside.  He was not there but his chair and his empty lunch trash was there.  We heard later from Josh Driggers (Bobby's House Manager) that he came to pick Bobby up earlier in the day from Rosewater.

June 21

We returned and found Bobby, out back, alone, soaked in sweat, with no shoes, badly sunburned, on the small chair with an empty 20 ounce water bottle in his hand.  Bruce called the police.  Attempts at media contact were made.  Ben Kvamme, the day hab director, came out but refused to give us a 30-day termination letter.  The officer recommended that Mr. Kvamme and Rosewater give the family what they requested, but he could not order Rosewater to do that.  Camille Rowe refused, also.

June 28 - August 30

SMILE, the residential provider that had known of this torment sent Bobby a 30-day notice, but from their point of view.  I had already sent over our notice to them.  This essentially made Bobby homeless, since as Mom and legal guardian, even I cannot take him home, due to my heart and cancer doctors' orders.  I have lymphoid leukemia and carcinoma.

Bruce stayed with Bobby at the empty group home, Bobby then went to respite for a week, remained with respite when, apparently, on August 30th, three people came and took Bobby away, with no notice to us, from anyone, at any time. 

September 8

(update to story added 09-18-2010)
When the head of PCSA, who had been contacted by us multiple times, finally insisted that her DeKalb staff tell us ASAP of the new placement demanded by Region 3 and carried out by three PCSA staff, finally we received a PCSA email giving the name and address of the "new" provider.  This is the first news we had of where he was being held.  We drove out to see it so we could talk to them the next day.  At 9:00 P.M. no lights were on in the house, no cars. 

September 9

The next day, after a delay requested by a woman at the door, we returned and talked to the owners of the home, and saw Bobby.  Bobby seemed quite agitated and became much more so over time.  One of the owners, a woman, requested that we return for a meeting. 

September 12

On Sunday morning at 11:00 A.M. Bruce (Bobby's Brother), Patty (Bobby's sister), and mother / Legal Guardian listened to this "new" provider of her unauthorized  plans for Bobby in her PCH Host home.  The meeting felt quite stiff and a little chaotic.  Bobby was upstairs with another owner and never participated in his meeting.  The "new" provider was fully ready with a large binder full of Bobby's supposed information.  As she went through the binder, much of the information was wrong.  The family gave corrected information; but the female owner did not agree.  Several times, she asked for papers from the binder be signed that we received this information. 

The biggest disagreement hinged around the "new" provider's insistance on psychotropic medications, as the sole condition for Bobby's remaining at this placement, which had been forced on the family by Region 3 and PCSA.  Bobby is highly allergic to psychotropic medications and has severe reactions.

September 17

After reviewing hospital E.R. records that showed unauthorized visits with Bobby and receipt of medications for Bobby, by an illegal signer for Medicare / Medicaid benefits, family members requested documentation of these visits at the hospital's central records department.  Bobby's mother / Legal Guardian notified a prominent special needs lawyer that Bobby's mother / Legal Guardian was rescinding any previous signings at the September 12th meeting concerning Bobby at that PCH Host home.  In the same time span that he was taken to the E.R. he had also been brought to a specialist for other medication(s).  The family was told that the doctor had not been there that day, and apparently, no further meds had been received. 

On an odd note, when family members saw this specialist, he seemed familiar to them, as he appeared to be a person they had seen walking for excercise, several times in their neighborhood.

September 18

The situation now remains about the same.  Family members will check back at the hospital for any other possible visits for Bobby.  Bobby's mother / Legal Guardian left contact information everywhere Bobby had been taken that his mother / Legal Guardian first be contacted of his appointments or visits before anyone sees Bobby or prescribes anything for him.
